Williams, whose base price is Rs. 50 lakh, joins the team after making appearances in two Tests, four One-Day Internationals, and eleven Twenty20 Internationals for the Proteas.
Brook, who the Capitals signed for Rs. 4 crore at the auction the previous year, had made the decision to forego the competition in order to be with his bereaved family.
