The International Cricket Council (ICC) reportedly wanted Pakistan to accept a hybrid hosting format, which is why India declined to travel to Pakistan for the competition, citing security concerns. But according to the article, the PCB has proposed three requirements in this case. The Indian cricket team’s matches will be played in Dubai. This covers semi-final and final matchups (if they qualify) as well as group stage matches.
Pakistan will host the competition’s semi-final and final in Lahore if India doesn’t get past the group stages.
Pakistan’s matches will take place in neutral locations if India hosts any more ICC tournaments.
In the meantime, Mohsin Naqvi, the chairman of the Pakistan Cricket Board (PCB), met with Mubashir Usmani, the head of the Emirates Cricket Board, in Dubai to discuss a hybrid format for the Champions Trophy, which will take place in February or March of next year.Naqvi informed Usmani that Pakistan was prepared to host the Champions Trophy and that all preparations were proceeding as planned, according to a PCB statement about the meeting.

Naqvi reportedly added that all participating teams in the mega-event will have state-level protection and that the situation in Pakistan was stable.
