There may be serious conversations regarding when BCCI secretary Jay Shah may succeed New Zealander Greg Barclay as the global body’s chairman, but all eyes will be on him during the four-day ICC Annual Conference in Colombo, which begins on Friday. Over USD 20 million in losses experienced by the international organization for hosting T20 World Cup matches in the United States of America are anticipated to take center stage at the ICC conference, which begins with the board meeting on Friday.

Although the event’s financial details are not included in the nine-point agenda of the AGM (a copy of which is with the PTI), the board will address them as part of a routine operating practice known as a “post-event report”.

The schedule includes talks about ICC memberships, the associate member meeting report, the ICC development awards presentation, and the hiring of a new external auditor by ICC.

India’s decision not to travel to Pakistan for the Champions Trophy is another significant issue that is not on the official agenda of the ICC Board unless the chair grants permission to bring it up under the heading “Any Other Business.”

According to an ICC source familiar with the happenings, one of the most pressing issues for everyone at the ICC will be Shah’s takeover of the world body.

“It is not about how, but when, as he still has one year left as BCCI secretary before his cooling off term in the Indian board begins in 2025, as per the constitution. However, if he must take over in 2025, Barclay will be unable to complete his third two-year term, which runs from December 2024 to December 2026, according to an ICC source.

“There is a school of thought that what if ICC’s chairmanship term changes from three terms of two years each to two terms of three years, so the cumulative term can remain six years.”

It is commonly assumed that if Barclay’s current term is extended to three years, Shah will be able to finish his six-year term as BCCI secretary before taking over as ICC chairman for three years in 2025, when he will be cooling off at the BCCI. Then, in 2028, he can return and take over as board president.
